CBI acquits A Raja and others in 2G scam

On 21 December, the Special CBI Judge OP Saini acquitted A Raja and all the accused in cases related to the 2G scam, and expressed strong disapproval over the conduct of two top officials, Pulok Chatterjee and TKA Nair in the Prime Minister’s Office for presenting what the court described as an “incomplete view” to the then PM Manmohan Singh.


The news attracted strong comments from Raja who blamed vested interests that manipulated public perception by leveraging the media and sensationalized fabricated allegations, in the scam which rocked the telecom industry in 2011 and was key to the previous government’s defeat three years later.

Manmohan Singh also said he respected the court's judgment on the 2G case which has quashed all propaganda against UPA.

The former PM added, "We respect the court's judgment.I don't want to boast anything. I think the court's judgment has to be respected, and I am glad that the court has pronounced unambiguously that all these massive propaganda that has been against the UPA was without any foundation. The judgment speaks for itself."

Raja added: "I brought a revolution in the telecom sector. It is not unknown in history that a person who did revolution is tainted as a criminal. It has been repeatedly proven that the presumptive loss to the exchequer which formed the basis of the conspiracy theorists to run amok, was cooked up.”

CBI had alleged that 122 licences bundled with startup spectrum were sold in 2008 at prices determined in 2001, leading to a loss of Rs 30,984 crore when compared with 2010 auction prices. The Comptroller and Auditor General had estimated the loss to the exchequer at Rs 1.76 lakh crore. The Supreme Court had scrapped the 122 licences in 2012, saying that the first-come, first-served basis of spectrum allotment in 2008 had been faulty.

The Court also chided DoT for lack of clarity in policies and norms. A large part of the controversy revolved around the usage of words like ‘associate’, ‘promoter’, ‘stake’ and the judge said the DoT officials did not know their meanings despite using them in the regulatory policies.

The court also DoT over its submission that it was cheated by promoters of the Essar Group and Loop Telecom by fraudulently obtaining 2G spectrum licences.
