To ensure full implementation of the digital addressable system (DAS), the Ministry of Information and Broadcasting (I&B) will continue the 12th Plan Scheme ‘Mission Digitisation’ up to 31 March 2020 with an outlay of Rs. 12.70 crore.
The Ministry will also deploy team or agency for collection of data on Cable TV digitisation which will report on (i) carriage of analogue signals, (ii) carriage of unencrypted signals, (iii) carriage of unauthorized channel and (iv) non-carriage of mandatory channels by cable operators and continuation of Head/Regional Units along with Staffs.
The I&B Ministry has also initiated the preliminary action for the maintenance of digitalindiamib.com, software of Management Information System (MIS) for seeding data of set top boxes (STBs), developing of the Centralised Monitoring System for collection of data from individual cable TV subscribers in order to ensure better dispute resolution, grievance redressal of consumers and to bring transparency, and develop ab App-based training modules for Cable TV Operators
As a matter of fact, the Standing Committee on Information Technology noted that during 2016-17, the ministry utilised Rs. 2.26 crore out of the Rs. 3 crore allocated for the scheme on various court cases filed in High Courts challenging the cut-off date of Phase III of cable TV digitisation.
The committee in Demand for Grants report noted that it would like to be apprised of the progress with regard to the proposal to continue with the 12th Plan Scheme “Mission Digitisation” up to 31 March 2020.
The MIB has told the committee that it will make sincere efforts to utilise the amount of Rs. 2 crore allocated during 2018-19 for the scheme in to make cable TV digitisation in the country a complete success.
The ‘Mission Digitisation’ scheme was approved with the objective to implement cable TV digitisation across the country in four phases.
The committee noted that the sunset date for the last and final phase of cable TV digitisation has been over with effect from 1 April 2017. But as per MIS report, only 87% STBs have been seeded so far as Phase IV covers small town, rural areas, remote and hilly inaccessible areas where laying of the optical fibre is not easy.
