TRAI releases Consultation Paper on "Method of allocation of spectrum for Public Mobile Radio Trunking Service (PMRTS), including auction, as a transparent mechanism"

On 8 February, the Telecom Regulatory Authority of India (TRAI) released a Consultation Paper on "Method of allocation of spectrum for Public Mobile Radio Trunking Service (PMRTS), including auction, as a transparent mechanism".


TRAI received a reference form the Department of Telecommunications (DoT) vide its letter dated 13th July, 2017. Through the reference, DoT has requested TRAI to provide its recommendations on 'method of allocation of spectrum for Public Mobile Radio Trunking Service (PMRTS) including auction, as a transparent mechanism' with applicable reserve price, and other associated conditions for auction of spectrum for PMRT services. The Authority has decided to issue the Consultation Paper (CP) keeping all the options of allocation of spectrum open for consultation of the stakeholders. The Consultation Paper has been placed on TRAI's website.

The Consultation Paper, apart from the aspects of methodology of allocation of spectrum has also elaborated on the issues viz. duration of license, assignment of spectrum (throughout the license area or city wise), preferable frequency bands for PMRT services, block size, reserve price, spectrum cap etc. The practices adopted in few countries have also been discussed.

Written comments/inputs on the issues raised in the Consultation Paper are invited from the stakeholders by 22nd March, 2018 and counter-comments by 5th April, 2018.
