Airtel urges TRAI to issue a fresh paper on non-predatory tariffs

The telecom regulator TRAI had issued a consultation paper on regulatory principles related to tariff assessment in February 2017, seeking views on the constitution of a promotional offer and its features, and the attributes of a relevant market so that the contours of dominance could be defined.


Airtel has requested TRAI to issue a fresh consultation paper on ushering in tariff plans that are non-predatory and heed the rules on interconnect usage charges (IUC) in line with a recent direction of the telecom tribunal before issuing transparent pricing norms.

Airtel feels that TRAI should comply with the February 1 directive of the Telecom Dispute Settlement & Appellate Tribunal (TDSAT) calling on the regulator to issue a framework of tariff principles, including IUC compliance and non-predation.

Airtel letter said: “Since these issues are extremely critical for the sector and have a significant impact on the telecom business and consumers, we request TRAI to initiate a fresh consultation paper, seek inputs (as done for all consultation papers), and hold an open house on the same before issuing any guidelines.”

The letter further said: “You would appreciate that the above issues and pricing norms, in respect of which the TDSAT has directed TRAI to issue necessary guidelines, have neither been dealt with in any past consultation paper nor have the same been discussed in an open house.”
