TRAI chides RCom for not paying back unused pre-paid balances

The closed telecom company Reliance Communications has to face some harsh words from the telecom regulator TRAI Chairman R S Sharma who warned it of punitive action if it fails to obey TRAI’s orders.


TRAI chided RCom for trying to "pocket" the unspent pre-paid balances and security deposits of its mobile subscribers after shutting down its wireless operations.

Sharma said: "We have responded to them (RCom), saying either you refund or face action. They don't have any moral, ethical or legal basis to say that they can't refund the money. And if there is an average  Rs 30 balance for each customer, they (RCom) will be enriched by Rs 150 crore. RCom will have to refund."

The regulator had issued a notice last month to RCom and its unit, Reliance Telecom, to refund the unused balance of the telco's prepaid customers and security deposit of the postpaid subscribers by January 31, 2018. This, after RCom said it was shutting its wireless operations.

RCom wrote to TRAI and requested it to withdraw its directive and cited mobile number portability (MNP) rules to argue its case that it is not required to give the money back.

Commenting on the letter, Sharma said: "This is ridiculous. On the one hand, in a way, RCom has left the customer high and dry, and now it has the audacity to say it will not refund the money."
