Manish Tewari on 10+2 ad cap

The Telecom Regulatory Authority of India’s (TRAI) notification on Standards of Quality of Service (Duration of Advertisement in Television Channels) has maintained consistent ad duration at 12 minutes per hour. However, it has been found that several broadcasters have been violating this rule since its inception.
Taking cognizance of the seriousness of the 10+2 ad cap issue and broadcasters failing to adhere to this ad cap, TRAI has released a format for quarterly ad cap report to be submitted by the broadcasters.

Feeling the heat of TRAI’s notification, quite a few broadcasters have said that the regulatory body has been overreaching itself as all these things are already under the consideration of the Ministry of Information and Broadcasting (MIB).
Manish Tewari, Minister for Information and Broadcasting, has remarked, “TRAI is an independent regulator and exercises a certain limit on the quality of service guideline. They have come out with certain guidelines and industry has certain concerns with regards to that.”
Tewari further said, “We are trying to facilitate a dialogue between the regulator and the industry to come out with a solution.”
While the matter is sub judice, broadcasters have shown willingness to sort out the issue outside the court. A meeting between the broadcasters and TRAI Chairman Rahul Khullar was organised few days back, however, no result has been seen in this regard till date.
