The existing telecom licences which are region based presently are set to undergo a change. There is a proposal with the Telecom Commission to bring in a unified licensing regime that will not be region based or the technology.
Under the present licensing system, operators get their licenses on the basis of their area of operations. Therefore, one operator who provides his services in Delhi is allowed a ‘Metro’ category license, whereas the operator in Bihar gets a ‘Circle C’ category licence.
The revenue share payment for different categories of licenses also varies since the operators have to pay a higher revenue share of 10 per cent if they have the ‘Metro’ category license, 8 per cent for ‘Circle B’ and 6 per cent for Circle C.
In the new licensing regime, the distinction between a license for Delhi and Bihar will simply be done away with. There will be a flat payment of 8 percent for all the operators for al the regions and they will also be allowed to offer any type of service with the same licenses.
